grew up in the St. Matthews and Anchorage, Kentucky, area. He served with great distinction in World War II and served from 1967 to 1971 as Commissioner of Aeronautics for the Commonwealth, with an aggressive airport development and structures zoning agenda, and an effective aviation safety, education and transportation services program.
